Mornings

I bought a car 4th February 2019, the problem im having is what can I do when the dealer/seller do not submit the transfer of ownership form, within a months time and the dealer/seller claimed that he did not know of the car having warrents on the car and are struggling to get warrents off of the car that i bought, i want to know if i can claim my money back or how to get the car on my name.
